Investigation Launched into Staff Recruitment at the Ministry of Energy
The inspector general of government (IGG) has begun looking into the circumstances surrounding the hiring of certain employees in the ministry of energy.
This comes after a whistleblower filed a petition with the IGG on January 8th, alleging that Rose Nanono was hired for a ministry project in 2018 without following the proper procedures.
Ms. Nanono is employed with the Electricity Sector Development Project (ESDP) of the Energy Ministry.
The petition states that hiring for local contracts entails conducting a needs assessment, creating job descriptions, advertising, shortlisting, interviewing, and recommending the position to the top applicant.
One example of this is Nannono Rose, who was hired in 2018 by the Ministry of Energy and Mineral Development as an administrator for a project without following the proper procedures.
The whistleblower’s petition states in part, “Nanono was given this job irregularly, but there was no needs assessment for the project, nor was the job advertised.”
A copy of the petition was also sent to the permanent secretary of the Energy Ministry and the Anti-Corruption Unit at the statehouse.
The Public Service Commission and District Service Commissions are in charge of hiring new members of the public service in Uganda. This includes central government employees and local government staff, respectively.
The whistleblower claims the money received in the form of enoluments and allowances is money from tax documents, so they also want Ms. Nannono’s appointment to be terminated and a refund order issued.
