Bugiri officials apprehended for misappropriating UGX 1.2 billion
Ten government employees from Bugiri District, including the chief administrative officer, the district education officer, and the chief finance officer, have been detained by the Inspectorate of Government for allegedly causing financial loss to the government.
The others are the district production officer Paul Moses Isiko, the engineer Fred Ikaaba, the planner Muhammad Kyondha, and the deputy CAO Haruna Kamba.
They are suspected of embezzling 1.2 billion shillings intended for teacher salaries in the 2019–2020 fiscal year.
The Inspector General of Government (IGG), Beti Kamya Turwomwe, met with heads of government departments and agencies, accounting officers, and permanent secretaries in November 2023. During the meeting, she urged the group to support the IGG in its fight against corruption and to remember that it is their duty as accounting officers to seal any gaps in their institutions where corruption may exist.
Kamya has consistently stated that the inspectorate’s goal is to empower and mobilize the public to adopt a positive outlook in the fight against corruption.
She has stated that the inspectorate will keep up its efforts to monitor and inspect projects, look into, prosecute, and retrieve corrupt proceeds.
The IGG management has made the audacious choice to embrace digitalization. The IGG has filed 3,504 complaints and completed 1,528 corruption investigations over the last three reporting periods to parliament. As a result, Shs7.99 billion of the Shs38.7 billion recommended has been recovered.
In addition, 92 persons were prosecuted by the IGG, 43 of whom were found guilty.
The inspectorate ascribed the decrease in corruption investigations to internal staff transfers and process reorganizations that involved learning new roles.
The emphasis on recovering stolen assets and the creation of the IGG Compliance Division, which monitors the execution of the IG recommendations, were credited with the rise in recoveries, nevertheless.
